The city released an implementation plan in early June 2003. The plan establishes priorities for the bike routes:

Relative Greenway and Pedestrian Priorities. Greenway projects were ranked from highest to lowest as follows: Granville Street, Carrall Street, Helmcken Street, Comox Street, Lagoon Drive and Port Road corridor. Other pedestrian route priorities will be based on considerations of pedestrian volumes, connectivity to major downtown nodes, safety and security concerns, adjacent development potential, existing street conditions and community support.

Relative Bike Route Priorities. Based on the need to develop a basic bike route network that provides key access into and across the downtown in the short term, the bike routes shown in Figure 2 are recommended for earlier implementation. They include bike lanes along Burrard, Hornby, Georgia, Pender, Dunsmuir, Pacific and Expo Boulevard. Any bike lanes on Pender Street must first be preceded by a study with TransLink to determine the feasibility of converting a portion of Pender Street from a two-way to a one-way street.
